On which layer is my line located?
Literally these are two questions: Is it about a line to come or about a yet existing line?
Define future lines, circles, triangles, rectangles
Future lines for example get placed to the active drawing layer because they are no signal tracks. If they were, they would get placed to the active copper layer. In the sidebar (right edge of screen) you can activate a certain layer for future drawing elements. Click M2 on a layer number in the sidebar.

You also might press [o] for options while you see the airwire of the "Draw line" mode being fixed to your cursor. In the opening dialog now set the properties of the lines to come. Set the layer as well.
Edit existing drawn elements
If drwaing elements are already placed to layout or schematic, they can be edited afterwards by a double click [[http://server.ibfriedrich.com/wiki/ibfwikien/index.php?title=Conventions M11]]. Alternatively you might highlight the drawn element and edit it by the use of the keyboard key [e] for edit.
