How can I connect vias in a 4-multilayer PCB board layout?

How can I connect components to GND and Vcc by a via?"
In the big layer dialog please set the layers 10 and 13 from "Other" to "Copper inside". Please place one ground plane (signal polygon) over the whole board on layer 10 with GND and on layer 13 with Vcc. Please do not use blind vias (padstacks) at first, but fully drilled ones (price!) . You set a via - also during track routing - by pressing the keyboard key key [.]. Double click a via to edit it. Make sure that for a GND-via at "No Aura for these layers" the text "10" is entered. For a Vcc-Via the text "13" needs to be entered there. Then the via is connected to the whole area.
