How can I create this kind of board?

Please do not use the PCB Outline Wizard, because it focuses on rectangular boards. Simply draw two open circles on layer 23 = outline.

Place the light emitting diodes in a circle using the the alignment assistant. For example, if you need a square break in the round board, use "Trim Lines".
