TARGET creates all additional Gerber comments, especially the mentionings in the *.INFO - file in the language in which TARGET has been installed.
So you can double install your TARGET in different languages to have the comments and texts in this particular language too. If you don't have your TARGET license at hand, the TARGET 3001! Viewer will do also. You can install it for free additionally your TARGET license. Both won't interfere.
