Backside: I can rotate a part, but how do I get it to the other side of the board?
To rotate a part you can select it and then use item "Turn / Rotate [t]" from menu "Edit" for rotation. Caution: The rotation center always is the current mouse cursor position!
In order to get a package to the other side of the board, you need to select and mirror it. TARGET knows that you can not buy a mirrored IC for example so a package always gets flipped to the other side of the board when mirrored. Also by menu "Edit" or just using key [m]. Again: The mirror axis always is the cursor position. So the [m] key is used like an additional mouse key.
When singularly packages shall be imported, please consider the following setting:
(Image 1: SMD packages come in to the bottom side, THP ones to the top side)
Alternatively in the dialog :
(Image 2: the same from here, SMDs bottom, THTs top)
Also in the Autoplacer dialog you can define in the forehand where to place SMDs:
